Located at the seaside more than 30 km south of Dubai, the Project was commenced in January 2017. As the first investment project of the Silk Road Fund in the Middle East, it will become the first clean coal-fired power plant in the Middle East after completion.

Having a total of 4 ultra-supercritical units with a total installed capacity of 2,400MW, the Project is able to use coal or natural gas as its fuel and is the world's first power plant to realize dual-fuel full-load power generation. On May 18, 2020, the first unit of the Project was successfully connected to the grid at the first time. It is expected that all 4 units will be put into commercial operation in 2023, to provide additional 20% electric energy for Dubai, guarantee Dubai's energy supply and achieve a diversified energy structure.
